Ömer Dinçer,
Former Undersecretary of the Prime Minister’s Office, Turkey

Born in Karaman, 1956. Graduated from Erzurum Atatürk University, School of Business Administration in 1978. Completed his postgraduate and doctorate studies in Istanbul University, School of Business Administration.  Started to work as an assistant in Marmara University, Faculty of Economic and Administrative Sciences in 1980. Became an assistant professor at the same faculty in 1985, associate professor in Management and Organization Main Science Branch in 1988 and professor in 1994.

During his tenure at the Marmara University, Mr. Dinçer worked as an assistant manager between 1992-95 at “the Institute of Middle East and Islamic States”, established within the university and as a program manager for programs on “Local Administrations and Decentralization”.

He worked as a consultant at Istanbul Metropolitan Municipality between 1994-97; he was Vice-Chancellor at Beykent University and Dean of Faculty of Economic and Administrative Sciences and Director of the Institute of Social Sciences between 1999-2003.

He attended as a speaker to seminars organized at universities on “Business Management”, “Management and Organization”, “Strategic Management and Business Policy”, “Organizational Theory and Behavior” and “Change Management and Organization Development”. He is the author of five published books, several researches and articles on the above mentioned subjects.

On 4 April 2003, he started to work as the Chief Consultant at the Prime Ministry responsible for the coordination of the studies on “Restructuring Public Administration” and then became Undersecretary of the Prime Ministry on 21 October 2003. As the Undersecretary of the Prime Ministry he was the most senior official of the Turkish bureaucracy. Despite his overloaded agenda he could carry out the duty of co-chairmanship with Spain of the OECD MENA Initiative Working Group I on “Civil Service and Integrity” which was set up in line with the OECD MENA Initiative on Good Governance for Development in Middle East and North Africa Countries, supported by Turkey at the outset as the only OECD Member State in the region.

On 8 May 2007 he left his position in order to take part in the elections which are to be held on 22 July 2007.
