Male, Han Nationality, born in November, 1953 in Liangshan, Shandong Province. Master of Law. He began to work in January of 1970 and joined the Chinese Communist Party in 1975. Engineer.

From September, 1971 to September, 1973, he was a worker in the 5713 Factory of PLA. From September, 1973 to December, 1976, he went to study at the Aeronautical Materials Department of Beijing Aeronautics College and majored in corrosion and protection for aeronautical materials. In December of 1976, he worked as Chief of Technical Team in the 5713 Factory of PLA. In April of 1982, he was section member of Management Division and then Deputy Director of the Administration Office of Wuhan Environmental Protection Bureau. In April of 1985, he worked successively as section member and Deputy Director of Human Resources Division of National Environmental Protection Bureau of the Ministry of Urban and Rural Construction and Environmental Protection. In October of 1988, he worked as Deputy Director of Human Resources Division, Director of Policy Research Division and concurrently as secretary of Director General and the Leading Party Group, Deputy Director General of Department of Policies, Laws and Regulations, Deputy Director General of Department of Human Resources, Director General of Administrative Office of National Environmental Protection Agency in succession. In July of 1998, he was Director General of Administrative Office and then Director General of Department of Planning and Finance of State Environmental Protection Administration. In December of 2006, he was appointed as Vice Minister of SEPA and elected as member of the Leading Party Group of SEPA. In March of 2008, he was appointed as Vice Minister of the Ministry of Environmental Protection of the People's Republic of China.
