Mr Tizhong Liao

Tizhong Liao was born in the Sichuan Province of China and received his PhD from Beijing Foreign Studies University and LLM from London University. He joined the International Taxation Department of the State Administration of Taxation of China in 1996 and served respectively as Consultant, Deputy Director of Tax Treaty, Director of Tax Treaty, and Director of Exchange of Information and Non-resident Taxation till 2006. Since 2006, he has been serving as Deputy Director General of the International Taxation Department of the State Administration of Taxation of China, supervising tax treaty, anti-tax avoidance, exchange of information and non-resident taxation. Since 2005, he has also served as an expert in the United Nations' Committee of Experts for International Cooperation in Tax Matters.
