Carol Dunahoo is a partner at Baker & McKenzie LLP in Washington, DC.  Prior to joining Baker & McKenzie in 2003, Ms. Dunahoo served as the Director, International and Competent Authority at the U.S.

Internal Revenue Service. 

 

Ms. Dunahoo also previously served as Associate International Tax Counsel at the U.S. Department of the Treasury.  She has practiced as a principal in the Washington national office of a Big 4 accounting firm and at law firms in Washington and New York.

 

Ms. Dunahoo is author of Source Country Taxation of Foreign Corporations: Evolving Permanent Establishment Concepts, CCH Taxes Magazine (March 2008), and co-author of the study, Towards a U.S. Tax Treaty Policy for the Future: Issues and Recommendations, prepared for the National Foreign Trade Council (May 2005) and of the treatise, Income Tax Treaties of the United States (WG&L, 1999 edition). 

 

She serves on the Executive Committee of the International Fiscal Association and that of its USA Branch. 

 

She is a graduate of Harvard Law School and Yale College and was a DAAD Fellow at the Universität Bonn in Germany.
