Joseph L. Andrus is a Principal, resident in the Boston office of PricewaterhouseCoopers. Mr. Andrus specializes in the taxation of international transactions and investments and in the resolution of international tax controversies. He has been trial counsel in leading transfer pricing cases, and has represented major U.S. and foreign corporations at all levels of the administrative controversy process, including significant experience with competent authority, APA, IRS appeals and audit matters.
Mr. Andrus' experience in international tax matters has ranged across a number of industries. He has successfully resolved competent authority and APA matters in the technology, financial services, insurance, automotive, retail, consumer electronics, software, pharmaceutical, medical instruments, and heavy manufacturing sectors. His APA experience has involved matters relating to the transfer of intangible property, global dealing in financial instruments, the sale of tangible products, research and development cost sharing agreements, and the provision of intercompany services. He has represented clients in bilateral dealings with the UK, Japan, France, Germany, Mexico, Korea and other countries.
From 1984 to 1987 Mr. Andrus was Deputy International Tax Counsel at the U.S. Treasury Department. Mr. Andrus has published widely on tax topics and is a frequent speaker at tax seminars. He has been an adjunct professor in the graduate tax programs at the Boston University Law School and the Chicago Kent Law School. He is a 1976 graduate of the University of Chicago Law School.
