Since completing academic work in arts and business administration at the University of Ottawa in 1977, Stephen Wallace has focused most of his career on education, development and international affairs. After eight years with Canadian non-governmental organizations – including two long-term assignments in Nigeria and Lesotho – he joined CIDA in 1984. Successive positions in Africa, the Americas and Multilateral Affairs branches, interspersed with fieldwork in Central Americas and graduate work in business administration, led in 1994 to a secondment as policy advisor to the Special Joint Committee of Parliament Reviewing Canadian Foreign Policy. From 1995 to 1997, he was Senior Departmental Advisor in turn to four cabinet Ministers. From 1997 to 2001 he was a Director in CIDA’s Central and Eastern Europe Branch with special responsibility for the conflict areas of Bosnia and Kosovo. Following a two-year assignment as Director-General responsible for policy, strategic planning and technical services in CIDA’s Africa and the Middle East Branch, he was seconded for two years to the Treasury Board Secretariat where he worked as Senior Director, then Assistant Secretary for Government Operations. Since September 2005, Mr. Wallace has served as Vice-President of CIDA’s Policy Branch.
