Emilio Álvarez Icaza,

Native of Mexico City, Mexico, Bachelor in Sociology from the Faculty of Social and Political Sciences of the Autonomous National University of Mexico, and Master in Social Sciences from the Latin-American Faculty of Social Sciences (FLACSO- Mexico). He was the General Director of the National Center of Social Communication AC (CENCOS) one of the oldest NGOs of Mexico. He was also Electoral Counselor at Federal District Electoral Institute (IEDF). He has an ample academic experience and he has given classes in the Autonomous National University of Mexico (UNAM), the Autonomous University of Tlaxcala (UAT), the Iberoamerican University (UIA-Santa Fe), as well as in the Center of Studies for Rural Development (CESDER) and he has been an international speaker in different countries. His has done investigation work in prestigious public, academic, and civil institutions focused upon topics related to human rights, social movements, civil society and democracy. His investigations have been published in several specialized and academic publications and magazines. Since September 2001 Álvarez-Icaza is the President of the Commission of Human Rights of the Federal District (Mexico City Ombudsman).
