Mr. FUNG obtained both his Bachelor degree in economics and statistics and his Master degree in Public Administration from the University of Hong Kong.  He began his career in the Hong Kong civil service upon joining the Census and Statistics Department in 1974 as a Statistician, and was appointed the Commissioner for Census and Statistics in August 2005. 

Mr. FUNG was President of the Hong Kong Statistical Society during 1994 to 1996, and awarded the Honorary Membership by the Hong Kong Statistical Society in 2005.  He is currently the Chairman of the Board of the statistical professional examination held in Hong Kong.  Mr. FUNG is also a member of the International Statistical Institute, the International Association of Official Statistics and the International Association of Survey Statisticians.
