Member of the OECD Investment Committee, Head of Division, Federal Ministry of Economics and Labour, Germany
Dr. Kausch is head of the International Investments Division in the Federal Ministry of Economics and Labour in Berlin. He is chairman of the Intra-Governmental Committee for Investment Guarantees and German chief negotiator for bilateral treaties for promotion and protection of investments. He has been German delegate to the OECD Investment Committee since 2001 (member of CMIT in the 1980s) and has chaired the 2003 meeting of OECD National Contact Points for the OECD Guidelines for Multinational Enterprises. He is deputy chairman of the German National Contact Point for the OECD Guidelines for Multinational Enterprises. Previously Dr. Kausch has held the positions of head of division for South Eastern Europe and head of division for international finances and debt issues (head of German Paris Club delegation) in the Federal Ministry of Economics and Labour, as well as positions in the fields of North/South economic relations and international oil issues. From 1985 – 1991 and from 1995 – 2001 he was a member of the Secretariat of the International Energy Agency (OECD), his latest position as head of division for non-member countries (Europe, Africa, Middle East). Before joining the German Ministry of Economics in 1981 he was Assistant Professor for Public International Law at the universities of Kiel (Germany) and Texas (U.S.A.).
