Born in Naples on 12 February 1955. Married with two children.
EDUCATION June 1973, Certificat d’Etudes Politiques from the “Institut d’Etudes Politiques” in Paris; July 1976, Summa cum Laude Degree in Economics from “La Sapienza” University in Rome (thesis on economic policy supervised by Prof. Federico Caffè); June 1977, Master of Business Administration (MBA) at the INSEAD in Fontainebleau; June 1981, as a diplomat, mid-career Master in Public Administration (MPA) at the Kennedy School of Government of Harvard University.
WORK EXPERIENCE Entered the Italian diplomatic career in May 1978. He currently holds the position of Minister Plenipotentiary and is Director General for Multilateral Economic and Financial Co-operation at the Ministry of Foreign Affairs.
Resumé: 1978-80, served at the Directorate General for Migration and Social Affairs (European desk); 1980-81, attended Harvard University as a diplomat; 1982, permanent member of the Italian Delegation at the Madrid Meeting of the CSCE (Conference on Security and Cooperation in Europe); 1983-85, First Secretary at the Italian Embassy to the Holy See; 1986-88, in charge of the economic-commercial Office of the Italian Embassy in Budapest (as First Secretary and later as Counsellor); 1989-91, served at the United Nations and Human Rights Office of the Directorate General for Political Affairs; 1991-92, Diplomatic Adviser to the Minister of Agriculture; 1992-93, Diplomatic Adviser to the Minister of Finance; 1994, served in the Cabinet of the Minister of Foreign Affairs; 1995-97, Head of the Cabinet of the Under-Secretary of State for Foreign Affairs (European Affairs, including the 1996 semester of Italian E.U. Presidency); 1997-2000, Deputy Director General of the Directorate General of Cultural Affairs;
On 23 June 2000 the Council of Ministers conferred upon him the position of Minister Plenipotentiary; October 2000 (upon appointment of the Council of Ministers) - March 2000, Director General for Development Cooperation; he chairs (2001) the G-8 Task Force on education for development; he is among the founders (and Italian board member) of the Global Fund to fight Aids, Tuberculosis and Malaria; On 2 April 2003, upon appointment of the Council of Ministers, he takes office as Director General for Economic Affairs. He is board member of SACE (Italian Export Credit Agency), member of the Consultative Committee of ICE (Italian Foreign Trade Agency) and of the Advisory Board of Sviluppo Italia (Italian Agency for investment development).
PUBLICATIONS
Author of essays published in Italian and in English, on the theory and practice of international relations, international economy, cultural foreign policy, issues related to U.N. (peace-keeping and peace-making), E.U. (agriculture, tax policies) and G-8 (poverty reduction agenda, education). Former Italian board member of the European University Institute in Florence.
