Gao Xiqing has been President and Vice-Chairman of China Investment Corporation since September 2007. He was vice-chairman of the National Council for Social Security Fund of China from February 2003, and vice-chairman of China Securities Regulatory Commission (CSRC) before that. He holds adjunct positions at the Law Schools of Tsinghua University, University of International Business and Economics (UIBE), and Duke University Law School.

 

Gao Xiqing received his B.A. equivalent in 1978 and a Masters of Law in 1981, both from UIBE. As a Richard Nixon Scholar, he attended Duke University Law School and obtained his Doctor Juris in 1986. From 1986 to 1988, he practiced law in a major Wall Street law firm before returning to China.

 

As a co-founder of the Stock Exchange Executive Council, he was instrumental in the establishment of Shanghai and Shenzhen Stock Exchanges in 1990. As one of the founding members of CSRC, Gao Xiqing served as its general counsel and director of Public Offerings from 1992 to 1995. From 1997 to July 1999, Gao Xiqing served as vice-chairman and CEO of BOC International, the investment banking arm of Bank of China in Hong Kong.

 

Since 1986, Gao Xiqing has served as either a member or the chairman of arbitration panels for hundreds of international trade or investment disputes between Chinese and foreign companies, both under the China International and Trade Arbitration Commission (CIETAC) and the Arbitration Institute of the Stockholm Chamber of Commerce.
