Also organized lectures given by the British GE Consultants, Inc. and the US Babson School of Management Contributed a chapter entitled "The ABC of Management" to the book "18 Strategies of Modern Business Management", published by the Workers' Press in 1980.

Studied management in the State University of Connecticut for a full-year course. Upon returning to China, resumed work at CEMA, with responsibilities international liaisons and engaged in plotting, organizing and executing Sino-foreign cooperation projects.

Concurrently appointed Director of International Labor Dept., attended various meetings organized by International Labor Organization (ILO), including the approving of International Labor Conventions, promoting employment, functions of Employers' Organizations, diminishing poverty, etc.
Ever since involved in drafting laws and regulations concerning enterprises and labor, including Labor Law, Labor Dispute Settlement Law, The Law for Promoting the Employment of Disabled, and the Collective Bargaining Law and the Occupational Safety and Health Law being drafted.

Appointed Deputy director General of CEC. Responsible for CEC’s overall international exchange and cooperation. Also responsible for China Business Summit co-organized by CEC and World Economic Forum.

Responsible for Matters of Industrial Relations, Working Committee For Safeguarding the Legal Rights and Benefits of Enterprises and Entrepreneurs. Start studying Corporation Social Responsibility, establishing Employer Work Department, promote CEC change. Start Small and Medium Enterprise Training Project for promoting employment. Start Global Compact. Host the Netready project which cooperate with Cisco.
