South East Europe High-Level Conference 2017

 

Fostering Investment for Competitiveness in South East Europe - 19-20 April 2017, Paris

The OECD SEE High ­Level Conference 2017 aimed to raise awareness about investment policy trends, identify challenges and explore policy options to boost investment and competitiveness in the region. The event looked into regional experiences, OECD standards and instruments in making the most of investment and competitiveness, namely focusing on:

  • Reforms to attract FDI and improve competitiveness in South East Europe
  • Corporate governance for better investment in South East Europe
  • Quality investment for sustainable and inclusive development

The publication Tracking Special Economic Zones in the Western Balkans: Objectives, Features and Key Challenges was launched at the OECD SEE High-Level Conference 2017.

Structural economic challenges

To make the most of FDI and boost competitiveness, SEE policy makers need to address:

  • low levels of innovation
  • an export profile dominated by low-skilled services and low value-added products
  • pervasive skills gaps exacerbated in a number of economies by significant emigration of skilled workers

Windows of opportunity

SEE governments can leverage important advantages to attract investment for competitiveness:

  • proximity to the EU market of almost 500 million consumers
  • a well educated workforce at the secondary level
  • access to EU structural funds to support integration
