Development effectiveness, gender equality and women's empowerment

 

The DAC Network on Gender Equality is working on a range of initiatives related to the implementation of the Paris Declaration on Aid Effectiveness (2005), the Accra Agenda for Action (2008) and the Busan partnership for effective development co-operation (2011):

 

Monitoring aid effectiveness and gender equality

The Network supported the development of a global gender equality indicator in the monitoring framework of of the Busan Partnership for Effective Development Co-operation (http://www.aideffectiveness.org/busanhlf4/).

 

An optional module was developed to provide a gender equality dimension to the progress being tracked by the 2011 Survey on Monitoring the Paris Declaration. Twenty-four of the developing countries that undertook the Paris Declaration Survey chose to also pilot the survey’s gender equality module.

Gender equality at the 4th High Level Forum on Aid Effectiveness

At the Busan High Level Forum (29 November-1 December 2011) stakeholders supported the Busan Joint Action Plan for Gender Equality and Development. The OECD is one of the partners to the Joint Action Plan.

 

 

DAC Guiding Principles for Aid Effectiveness, Gender Equality and Women's Empowerment (2008)

 

In December 2008, the OECD's Development Assistance Committee endorsed Guiding Principles for Aid Effectiveness, Gender Equality and Women's Empowerment, recognising that gender equality and women’s empowerment are powerful multipliers of development efforts.

A series of Issues Briefs complement and expand on the Guiding Principles by providing concrete examples and case studies:

Issues Brief 1: Making the Linkages (2008)

The purpose of issues brief 1 is to assist programme managers and thematic advisors in donor agencies to make linkages between the overarching commitments of the Paris Declaration on Aid Effectiveness and work on gender equality and women’s empowerment. It examines each of the five principles of the Paris Declaration and how these relate to work on gender equality and women’s empowerment.

Issues Brief 2: Finding the Entry Points (2008)

This document intends to assist programme managers and thematic advisors in donor agencies to advance gender equality and women’s empowerment within the framework of the Paris Declaration. The approaches, questions and specific are intended for use in consultation with partners.

 

Issues Brief 3: Innovative Funding for Women's Organisations (2008)

 The purpose of issues brief 3 is to:
  • share research findings on levels of funding and the financial sustainability of women’s organisations
  • provide ideas for donors on how to strengthen the work and roles of women’s organisations in making development effective
  • illustrate innovative donor practices and approaches
  • identify some future challenges for donors, partners and civil society

This document introduces ideas and approaches for development partners to jointly manage for gender equality results in partner countries. It also discusses what is meant by “gender equality and women’s empowerment results”.

Issues Brief 6: Integrating gender equality dimensions into public financial management reforms (2010)

Issues brief 6 is on the integration of a gender equality perspective into public financial management (PFM) in partner countries. It suggests ways of using the techniques of gender-responsive budgeting (GRB).

Issues Brief 7: Policy and political dialogue on gender equality and women's empowerment at the country level (2013) - New!

The purpose of this paper is to present ideas and strategies for integrating a gender equality perspective into policy and political dialogue at the country level. It identifies concrete entry points and opportunities.
