Over the years, these walls have seen us launch policy tools, instruments, standards and programmes to help countries harness the potential of globalisation. We see the OECD as a hub of globalisation. It has contributed to openness and greater international integration.
OECD Week 2017, that includes the Forum (6-7 June), the Meeting of the OECD Council at Ministerial Level (7-8 June), as well as other meetings, placed a central emphasis on "Bridging Divides" and on policies that could deliver a more inclusive globalisation, to respond to growing citizens’ concerns that globalisation has not benefitted fairly to all.
The OECD, the City of Paris and the Ford Foundation will host its second meeting in the fight against rising inequality in cities. The event will include sessions open to the public, drawing Mayors, business leaders, experts and policy makers, in addition to thematic workshops where our Champion Mayor will take to the stage to discuss subjects from affordable housing to integrating migrants and refugees.
Forum 2016, entitled Productive economies, Inclusive societies will be organised around the 3 cross-cutting themes of the OECD Week: inclusive growth and productivity, innovation and the digital economy, and international collaboration for implementing international agreements (COP21 and the Sustainable Development Goals) and standards (BEPS and automatic exchange of information).
France devotes a great deal of resources to vocational training for youths and especially adults, but the system is unduly complex and yields rather poor returns. The basic literacy and numeracy skills of many French adults remain weak in international comparison, with harmful effects on employment opportunities, wages and well-being.
People today are living longer than ever before, while birth rates are dropping in the majority of OECD countries. In such demographics, public social expenditures require to be adequate and sustainable in the long term. Older workers play a crucial role in the labour market. Now that legal retirement ages are rising, older workers will work longer and employers will have to retain them. But those older workers who have lost their job have experienced long term-unemployment and low probabilities to return to work. What can countries do to help? The economic situation of young people is unsatisfactory. Educational inequalities have been widening for over a decade, due to a sharp decline in the results of the most highly disadvantaged students. The unemployment rate for the 20-24 age bracket has not dropped below 16% for nearly 30 years.
