Helir-Valdor Seeder became Minister of Agriculture in April 2007. From 2003 until his appointment as minister, he was a member of the Riigikogu, the parliament of Estonia.

Mr Seeder graduated from J. Gagarin demonstration state farm technical school and the Estonian Academy of Agriculture as an economist. He then worked as a teacher at Vana-Võidu techical school from 1990 to 1991.

Between 1991 and 2003 Mr Seeder held various positions in Viljandi County, being the economic advisor to Viljandi City Council, Deputy City Mayor of Viljandi and the County Governor of Viljandi for about a decade.
