Bringing together all concerned actors/institutions, the Bamako meeting highlighted, on the one hand, diverging analyses and positions, reflecting the diversity of views among the participants. On the other hand, it paved the way for pragmatic, consensual solutions and proposals for joint actions in West Africa. Drawing on outcomes of these exchanges, this summary record highlights key messages and outlines some proposals for action. |

The report draws on a literature review, on qualitative interviews with key informants internationally, on national inventories of ongoing and proposed land acquisitions (>1000 ha) since 2004 in five African countries (Ethiopia, Ghana, Madagascar, Mali and Sudan) and qualitative studies in Mozambique and Tanzania. It also builds on legal analysis of national law and of a small sample of investor-state contracts. |

Increasing commercial pressure on land: Building a coordinated response

It outlines key current initiatives to engage with the phenomenon; comments on recent trends in land transactions; discusses ten myths that are commonly associated with ‘land grabbing’; outlines key emerging concerns that responses to the phenomenon should address; and puts forward some key considerations and questions for building a coordinated response.

A set of core principles and measures to address the human rights challenge
by Mr. Olivier de Schutter, UN Special Rapporteur on the right to food, June 2009 Large-scale acquisitions and leases are one of the key new trends that emerged out of the 2008 global food crisis. Some major food importing capital exporting countries have indeed lost confidence in global markets as a stable and reliable source of food for their national food security. The Special Rapporteur analyses how these investments could have impacts on the right to food. He highlights how international human rights law could provide guidance to ensure that these investment agreements contribute to the realization of the human right to adequate food and proposes as a minimum a set of core principles and measures for host States and investors alike.

Recognizing that land is increasingly becoming a good that is traded internationally, this BMZ position paper analyses driving forces, risks and opportunities for developing countries. It calls for more consistent use fo international law and promotes support to ongoing processes for the elaboration of international guidelines and policies.

Livre blanc des acteurs français de la Coopération Juin 2009 Ce livre blanc est l’aboutissement de travaux du comité technique Foncier et Développement, coprésidé par le représentant de la direction de la Politique de développement du ministère des Affaires étrangères et européennes et par le représentant de l’Agence française de développement. Sa préparation a donné lieu à des débats, des échanges et des consultations entre experts français travaillant sur la question foncière dans les pays du Sud, en 2007 et 2008. |

From Land Grab to Win-Win, Seizing the Opportunities of InternationalInvestments in Agriculture FAO, Briefing note 4, June 2009 Foreign acquisitions of farmland in Africa and elsewhere have become the focus of concern. Many observers consider them a new form of colonialism that threatens food security of the poor. However, investments could be good news if the objectives of land purchasers are reconciled with the investment needs of developing countries.

Against the grain: The new farm owners
GRAIN, October 2009 This briefing note analyses recent large-scale land transactions and the role of finance capital. Corporate investors lead the rush for control over overseas farmland. It argues that the new investors are not interested in sustainable development but exclusively focus on maximizing profits which poses a threat to local food security. Support for small farmers efforts is needed to ensure real food sovereignty. |
