Opening of the workshop (9.30 - 10.00)

Welcoming remarks by a high-level representative of the OECD, the Chairman of the OECD Steel Committee and the Representative of the People’s Republic of China.



Developments in China’s steel industry and policies (10.00 - 10.30)

A representative of the People’s Republic of China will inform participants about recent and future industry and policy trends as regards the Chinese steel industry.



Session 1. After the crisis and beyond: trends in global steel industry capacity, production, consumption and trade (10.30 - 17.00)

a. Steel’s paradigm shift and market outlook: an overview by the OECD

b. Contributions by discussants (each followed by discussion):

     - Coming out of recession – how are industry strategies changing?

     - Government policies – how they are adapting to the post-recession situation (views from China, Mexico, Brazil, the EU, India, Russia, and the United States)

     - Emerging issues in steel raw materials

     - Steel trade in a new environment

Session 2.  How to respond to the environmental challenge: exploring options for emission reductions         (9.30-12.00)

     - National environmental policy issues affecting the industry (Brazil, China, EU, India, Japan, Russia, and the United States)

     - The steel industry perspective

Session 3.  The impact of technological progress on the steel industry – will new developments cause a radical change in industry structure? (13.30-15.30)

     - Reports by national and international research organizations and individual steel companies on their research agendas
