SIGMA and Kosovo

 

SIGMA works with Kosovo* within the EU's overall policy framework for the Western Balkans, the Stabilisation and Association Process (SAP). SIGMA currently supports Kosovo, a potential EU candidate, in the following areas:

  • Legal Framework and Civil Service Management: Ministry of Public Administration
  • Public Finance Management: Ministry of Finance (Central Harmonisation for Financial Management and Control, Central Harmonisation Unit for Internal Audit)
  • Public Procurement:  Public Procurement Regulatory Commission, Procurement Review Body, Ministry of Finance (Department of Public and Private Partnerships, Central Procurement Agency)
  • Policy Making: Ministry of European Integration, Ministry of Public Administration, Office of the Prime Minister

Current Activities in Kosovo

  • General Administrative Procedures

SIGMA is currently providing support to Kosovo’s Ministry of Public Administration on improving the country’s Law on General Administrative Procedures. The first stages of this project, including an assessment of the current law and the preparation of a policy paper, have been implemented with SIGMA's assistance. On February 12, a workshop will be held in Pristina, followed by support to the drafting of a new Law on General Administrative Procedures, planned to be finished by end-2013.

  • Public Procurement

SIGMA has been providing support to Kosovo on the development of its public procurement system since 2003. SIGMA’s current support is three-fold and involves: (i) strengthening the monitoring of public contracts activities (tendering and management) in a context where contracting authorities are now entirely responsible for tendering procedures (2011 Law on Public Procurement); (ii) kick-starting central purchasing (also foreseen in the 2011 Law); and (iii) increasing (a) the awareness by civil society of the procurement system, including its constraints and achievements, and (b) the awareness by procurement institutions of the expectations of taxpayers and economic operators.

  • Implementation of Public Administration Reform

SIGMA is currently providing support to Kosovo in various areas of public administration reform implementation. SIGMA is working with the Ministry of Public Administration and other key stakeholders of governance reform on improving coordination and reform implementation capacities, and is working with the Ministry of European Integration on strengthening the capacity of key structures for EU acquis transposition. With the help of SIGMA assistance, a public administration reform section of the Feasibility Study Action Plan for a Stabilisation and Association Agreement was prepared. The Action Plan was adopted by the Government in late 2012.

  • Assessment Reports

SIGMA's annual Assessments review the progress made by EU Candidates and Potential Candidates in public administration reform. These Assessments feed into the EC's annual Progress Reports and its programming of technical assistance. They also aim to provide countries with inputs into their own reform activities.
