Policy Notes of the Food Crisis Prevention Network

 

Conclusions of the RPCA annual meeting are synthesised in a policy note. Targeting policy makers (West African states, regional organisations and technical/financial partners) and civil socity organisations, this policy note highlights recommendations with a view to facilitating decision-making to prevent and better manage possible food crises. 

 

Policy Note, no. 5, Jan 2012

This RPCA Policy Note summarises the main conclusions and proposals for next steps of the network’s 27th annual meeting which was held from 8 to 10 December 2011 in Praia. The meeting brought together key food security actors who jointly prepared an assessment of the 2011-2012 agropastoral season and food prospects. They also considered the state of progress of the Charter for Food Crisis Prevention and Management, and discussed the issue of “food processing and food security”; the development of the food processing industry still poses tremendous challenges.


Policy note, No. 4, March 2011

The special focus of the 26th Annual RPCA meeting was placed on the livestock sector's contribution to food security. Despite the production potential of the Sahelian countries, the relative importance of livestock in national economies remains weak, accounting for between 10-15% of GDP in Burkina Faso and Niger. However, the sector provides 44% of agricultural GDP and 34% of cash income for rural households, thus constituting an important contribution to food security in rural areas. Among others, network members recommend to governments and development partners to support the setting up of locally-based veterinary services (private or community-based) to improve animal health.


Policy note, No. 3, December 2009

The 25th Annual meeting of the RPCA focused on “Markets, Local Product, Processing and Food Security”. Network members recommended to policy-makers to (i) increase support for production, particularly of out-of-season crops, by supplying inputs and water management technologies, (ii) to facilitate the implementation of actions and/or measures aimed at providing access to livestock feed, herd mobility and the free circulation of livestock products in accordance with regional agreements. RPCA members also recommend to strengthen regional solidarity through the establishment of a network of national food security stocks.


Policy note, No. 2, December 2008

The 24th RPCA Annual meeting focused on the "Role and Importance of the Market on Food Security.” Among others, network members recommended to policy-makers (i) To support product marketing by granting easy credit and initiating surplus management measures; (ii) To promote direct purchasing from small producers to reconstitute stocks and (iii) To improve Offices’ storage capacities and encourage the cereal stock market in the sub-region.


Policy note, No. 1, December 2007

The 23rd RPCA Annual meeting discussed three specific topics linked to food and nutritional security : (i) Information and early warning systems; (ii) Best practices and intervention mechanisms in food crises; (iii) The Economic Partnership Agreements (EPA) and their possible effects on food and nutritional security. The numerous information and early warning mechanisms on the food situation need to be coordinated and analysed consensually in order to provide better quality information. Among others, network members recommend to include funding for information and monitoring systems in national budget provisions and calls for support from all stakeholders to facilitate the revision process of the Food Aid Charter.
