Nigel French is an independent consultant on higher education policy, management, funding and quality assurance.
Mr French has extensive experience in higher education policy formulation and management of a “national” higher education system in Hong Kong as Secretary-General to the University Grants Committee of Hong Kong (1990-2000) and as Special Adviser to the Secretary for Education and Manpower, Hong Kong Special Administrative Region Government (2000-2001).
He also has considerable experience in the design and implementation of funding arrangements and quality assurance procedures for higher education at system level.
Mr French joined the Hong Kong Government as an Administrative Officer in 1973 and, prior to his appointment as Secretary-General to the University Grants Committee of Hong Kong, held a range of appointments in different branches of the Hong Kong Civil Service.
Since his retirement and return to the UK in 2001, Mr French has also been pursuing doctoral research in higher education policy studies at the Institute of Education, University of London.
