OECD workshop on compliance management of large business and international tax avoidance, Rio De Janeiro, November 2011


A workshop on compliance management of large business and international tax avoidance was held in Rio De Janeiro, Brazil on 21 – 24 November, 2011.


The workshop was organised by the Receita Federal, in cooperation with the Organization for Economic Cooperation and Development (OECD) and the India-Brazil-South Africa Alliance (IBSA). Participants included senior officials from the Receita Federal and the heads of the units responsible for the compliance management of the large business taxpayer population segment in Brazil.  Other participants at this event included officials from the OECD Secretariat, IBSA and representatives from Rio De Janeiro State and Attorneys of National Income. The workshop was also streamed over the internet for possible viewing by approximately 22,000 employees in tax offices throughout Brazil. 


Workshop participants explored a number of important topics of significant relevance to tax administrators worldwide including:

  • Recent developments in the compliance management of large businesses;
  • Recent developments in tax avoidance; and
  • Using case studies, analysed a number of international tax avoidance issues relating to the large business taxpayer segment.



Senior officials in Brazil’s Receita Federal observed that the event was very beneficial for all the participants and that they will continue to seek further opportunities to enhance their compliance management activities through collaboration with their partners in IBSA, with the OECD and with other tax administrators worldwide.
