OECD Global Forums are created by OECD committees as a way to involve a broader range of stakeholders in their work. The OECD Global Forums are not official bodies, nor are they meetings. Instead, they are networks or communities of stakeholders that meet on the responsibility of one or more OECD committees.
Meetings of Global Forums are often major events, attracting large numbers of participants from different regional and cultural backgrounds. The OECD Global Forums provide platforms for peer learning and policy dialogue on issues for which the relevance of OECD work is dependent on interaction with relevant non-members world-wide. Global Forums can also promote multidisciplinary and horizontal approaches beyond the scope of any single committee, and foster partnerships with other intergovernmental organisations. They:
The Global Forums are only one of the tools for Committees to work with stakeholders and non-member economies. Committees can also consider observership and full participant status in the Committees themselves. If a non-member does not qualify for regular observer status, the Committee could make it a designated participant to the Global Forum, meaning it is entitled to attend all meetings of this Global Forum.
The OECD Global Forum on the Knowledge Economy (GFKE) was jointly established in early 2011 by four Committees of the OECD Directorate for Science, Technology and Industry (DSTI):
The aim of the GFKE is to strengthen the OECD’s global relations in the areas of work covered by these committees. It aims to enable them to take a broad and coherent view of the contribution of science, technology and innovation to the knowledge economy, essential for designing policy frameworks that will drive economic growth and social welfare in the 21st century. It also provides a vehicle for dialogue among policy makers, business, consumers and other stakeholders in member and non-member economies on policy approaches that will help expand the benefits of the knowledge economy to all countries, including the less developed ones.
The GFKE is intended to become an annual event, with varying themes, open to participants from OECD member countries and partners outside the OECD membership. The first event was held in Paris in September 2011, and the second was in Korea in September 2012. The third is scheduled for 3-4 October 2013 in Istanbul, Turkey.
