The OECD cross-section sectoral indicators measure regulatory conditions in the professional services and retail distribution sectors. The professional services indicators cover entry and conduct regulation in the legal, accounting, engineering, and architectural professions. They are available for the years 1996, 2003 and around 2008 for 30 OECD countries and for around 2008 for another 4 OECD countries (Chile, Estonia, Israel and Slovenia) as well as for China, India, Indonesia and South Africa.
The professional services indicators are described in detail in the OECD Economics Department Working Paper No. 530, "Product market regulation in non-manufacturing sectors of OECD countries: measurement and highlights".
The professional services indicators can be accessed via the OECD Stats Browser. Alternatively, Excel files of the full set of these indicators are also available. Please cite the database as: OECD (2011), Product Market Regulation Database, www.oecd.org/economy/pmr.
The main sources of information used to construct the professional services indicators are the responses of national governments to the Regulatory Indicators Questionnaire. The regulatory data used to construct these indicators can be viewed or downloaded in an excel file.
