    Decentralisation and Multi-level Governance in Kazakhstan

    This review examines the reforms undertaken by the government of Kazakhstan in the area of public governance and evaluates their impact on the powers and responsibilities of subnational levels of government. It places particular emphasis on finding the right allocation of roles and responsibilities among different levels of government, and on using decentralisation as a means to increase self-reliance, civic participation, accountability, and enhanced capacity at the local level. The report also offers a number of recommendations for further strengthening the role of local executive bodies and democratising some aspects of local government.

    Economic Outlook for Southeast Asia, China and India 2018 - Fostering Growth through Digitalisation

    The Economic Outlook for Southeast Asia, China and India is a bi-annual publication on regional economic growth, development and regional integration in Emerging Asia. It focuses on the economic conditions of Association of Southeast Asian Nations (ASEAN) member countries: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam. It also addresses relevant economic issues in China and India to fully reflect economic developments in the region. Each edition of the Outlook comprises four main parts, each highlighting a particular dimension of recent economic developments in the region. The first part presents the regional economic monitor, depicting the economic outlook and macroeconomic challenges in the region. The second part takes stock of recent progress made in key aspects of regional integration. The third part consists of a special thematic chapter addressing a major issue facing the region. The 2018 edition focuses on fostering growth through digitalisation. And the fourth part includes structural policy country notes offering country-specific reviews and recommendations.

    Culture and local development: Maximising the impact - A guide

    Museums and cultural heritage sites are powerful assets for local development. They can help attract tourists, bring revenues, regenerate local economies, promote inclusion, boost cultural diversity and reinvent territorial identity. In 2017-18 the OECD Local Economic and Employment Development Programme is developing a guide to inform and support policy makers in designing successful culture-led local development strategies.

    OECD Review of Fisheries: Policies and Summary Statistics 2017

    The OECD Review of Fisheries provides information on developments in policies and activities in the fishing and aquaculture sectors of OECD countries and participating economies, mainly for the period 2015-16. This year’s  edition includes 35 countries and economies, comprising 28 OECD countries as well as a regional chapter covering developments in the European Union. Also participating in this edition are Argentina, the People’s Republic of China, Colombia, Indonesia, Lithuania, Chinese Taipei, and Thailand. Together, the participants in this Review represent nearly half of global fisheries production, and the majority of aquaculture production.Chapters 1, 2 and 3, known as the 'General Survey', provide an overview of the activities in the sector and outline country summary statistics and key developments in the fisheries and aquaculture sectors. The Country Snapshots in Chapter 4 provide additional country level data and details on institutions and policies based on contributions by participating countries and economies.

    The Geography of Firm Dynamics: Measuring Business Demography for Regional Development

    The Geography of Firm Dynamics provides methods and data to measure and analyse business demography across OECD regions. It first discusses the methodological challenges of measuring consistently the creation and destruction of businesses at the subnational scale and from an international perspective. Second, it presents a novel database that not only makes such comparison possible but also provides the basis for an analysis of the major trends in business dynamics across regions. The report identifies regional factors that are associated with entrepreneurship and also examines the impact of business creation on regional employment. The Geography of Firm Dynamics provides a tool for national and local policy makers to design strategies for healthier business environments that are tailored to the specific characteristics of each region, thereby boosting prosperity.

    Supporting Entrepreneurship and Innovation in Higher Education in Hungary

    This report presents evidence-based analysis of current strategies and practices in higher education institutions (HEIs) in Hungary towards a value-creating use of knowledge resources for innovation and entrepreneurship. The analysis and recommendations are highly relevant for policy makers and HEI leaders in other countries. Increased attention to innovation and entrepreneurship both from public policy actors and HEI leadership has triggered an incremental change process in the organisational culture of HEIs and a new approach to education and research for students and staff. HEInnovate is a joint initiative of the European Commission and the OECD to promote the innovative and entrepreneurial higher education institution across Europe and beyond (www.heinnovate.eu).
