Paul LeBlanc holds degrees in Psychology and Social Work and a Masters of Business Administration (MBA). He joined the Public Service of Canada in Ottawa in 1977 on an accelerated management training program. He held positions with the Solicitor General and the Public Service Commission of Canada (PSC), including Regional Director for the New Brunswick region of the PSC. Mr. LeBlanc was also Superintendent of the Kouchibouguac National Park in New Brunswick.
Mr. LeBlanc joined the Atlantic Canada Opportunities Agency (ACOA) in 1987 as Director General Human Resources. He has served as Director General Development (Entrepreneurship, Tourism, Trade), Corporate Secretary, Vice-President, ACOA Prince Edward Island, Vice-President, Finance and Corporate Services, and Vice-President, Policy and Programs.
