The information base to support local actors in the design of local economic and employment development policies suffers from insufficient depth, detail, continuity and methodological rigour. These difficulties are not easy to overcome for local development organisations working on their own. National statistical offices often do not provide much of the detailed indicator information needed for policy design at local level. There is also a lack of well organised and informative information on policy instruments applied, particularly in terms of how they are used and with what success. The financial resources and professional capacities available at local level to collect and use local information are also frequently limited. There are some notable examples of city and region governments and development agencies successfully building their own information systems by collecting themselves the information they need and putting it together with complementary information from national government and other information providers. However, this happens in an uncoordinated manner, with differing contents, methodologies, forms of data organisation, quality levels, and foundations in terms of understanding of the drivers of local economic and employment development.
The rationale for this project was to respond to these problems by building an OECD Framework for Information Exchange in Local Development (FIELD) that local development organisations can use in a co-ordinated way in order to collect, exchange and learn from local development information. The focus was on encouraging the self-collection by local development organisations of indicators of local economic and employment development performance and policy needs and information on how policy instruments are used and with what impacts. The Framework also provided a forum for the exchange of information amongst participating local development organisations.
This was initially seen in the 2008 period as involving a group of 10 local development organisations or higher level bodies with a mandate to help such organisations (six partners from OECD Member countries and three observers from New European Union Member States) that helped develop and exploit the framework.
Observers from other localities also participated: Riga Region (Latvia); Észak-Alföld Region (Hungary); Lubelskie and Podkarpackie Regions (Poland).

A FIELD seminar was held on 20-21 November 2008 in Trento, Italy. It gathered the six partner organisations and observers to debate the lessons from the project as a whole for their future policy development and to assess how best to consolidate and expand the project in future years.
