One of the most serious challenges facing Korea today is the plummeting birth rate. The total fertility rate of our country reached its population replacement level of 2.1 in 1983 and then fell to 1.7, the OECD average, in the late 1990s. In 2002, fertility in Korea hit a record low of 1.17.
