    PCD in Focus: Non-Tariff Measures in Agri‑Food Trade: Improving Policy Coherence for Development

    Governments are increasingly called upon to respond to a variety of concerns raised by society in many areas such as the environment, animal welfare and food safety. And they are asked to do so in a coherent manner. To address any market imperfections, governments have a number of options available to intervene, including regulatory, subsidy or tax based measures.

    Building Blocks for Policy Coherence for Development

    This report introduces the conceptualisation of progress towards policy coherence by means of a three-phase cycle, with each phase of the cycle supported primarily by one of three building blocks: (i) political commitment and policy statements; (ii) policy coordination mechanisms; and (iii) systems for monitoring, analysis and reporting.
