The strategic orientations of the OECD's global relations with non-members are developed and overseen by the Centre for Co-operation with Non-Members (CCNM).

OECD Global Relations

The OECD has 30 member countries and co-operates with the Commission of the European Union but many more countries and economies outside its membership are involved in the Organisation’s work. Many non-members participate as regular observers or full participants in at least one OECD Committee and many more are engaged in at least one OECD working party, scheme or programme.

Moreover, the OECD conducts a wide range of policy dialogue and capacity building activities with non-member economies (such as Enhanced EngagementRegional Approaches and Global Forums) to share best policy practices and to bear on OECD's policy debate. The OECD has working relationships with non-members in Africa, Asia, Europe, Latin America and the Middle East, giving it a global reach.

While OECD work with non-members is conducted as part of the Organisation’s regular work within the relevant OECD Directorates, the CCNM aims to ensure that the dialogue remains focused, forward-looking and mutually beneficial.

Supporting the work of the OECD's External Relations Committee (ERC), the CCNM team focuses on strategic issues, providing oversight and policy guidance for OECD’s global relations with non-members. The CCNM is the non-members’ principal contact point to the OECD.
