Public Service Delivery, Public Private Partnerships and Regulatory Reform

The Regional Working Group on Public Service Delivery, Public Private Partnerships and Regulatory Reform addresses a wide variety of policy issues related to improving the delivery of public services, the arrangements of public-private partnerships and the design and implementation of regulatory reform in Arab countries.

The Working Group is chaired by Mr. Zuhair M’dhaffar, Minister delegate to the Prime Minister in charge of the Civil service and Administrative Development, Tunisia and co-chaired by Mr. George Redling, Assistant Secretary, Regulatory Affairs Sector, Treasury Board of Canada Secretariat, Mr. Luigi Carbone, Counsellor of State, Deputy Secretary General, Prime Minister's Office, Executive Chair of the Better Regulation Unit, Italy and Mr. Jeroen Nijland, Director Regulatory Reform Group, Ministry of Finance and Economic Affairs, the Netherlands (see Arab Chairs & OECD Co-chairs).

• A Regional Capacity Building Seminar on the Review of Existing Legislation took place in Cairo, Egypt, on 11 and 12 March 2009
• A study visit of Canada's regulatory system took place in Ottawa, Canada on 28-30 April 2009
• The Fifth Regional Meeting of the GfD Working Group IV on Regulatory Reform, Public Private Partnerships and Public Service Delivery and Capacity Building Seminar "Promoting Expertise in Regulatory Management", Tunis, Tunisia, 19-20 May 2009
• The Fifth Special Session of the OECD Working Party on Regulatory Management and Reform will take place in. Paris, France, 4 November 2009
• A Training Session on Tools to Measure Administrative Burdens: an Introduction to the Standard Cost Model will take place in Paris, France, 3 November 2009

• A Special Session took place back-to-back with the OECD Working Party on Regulatory Reform in Paris, France, on 28 September 2005.
• A Capacity Building Seminar on Regulatory Reform was held on 24-25 November 2005 in Tunis, Tunisia.
• A second special session took place back-to-back with the OECD Working Party on Regulatory Reform in Paris, France, on 25 April 2006.
• The Second Meeting of the GfD Working Group took place in Tunis, Tunisia, on 8-9 May 2006.
• A Peer-to-peer Study Visit of Senior Tunisian officials to Switzerland was organized on best practices in multilingual drafting and the training of jurilinguists, in Bern and Geneva, Switzerland, on 5-7 November 2006.
• A Regional Capacity Building Seminar on Public Private Partnerships for Infrastructure Financing in the MENA Region was organized jointly with the OECD MENA Investment Programme in Istanbul, Turkey, on 8 November 2006.
• A Regional Seminar on Capacity-Building for Regulatory Quality: Good Practices in Multilingual Legal Drafting and the Training of Jurilinguists took place in Tunis, Tunisia, on 27 November 2006.
• A Regional Capacity Building Seminar on Regulatory Tools and Policies took place in Tunis, Tunisia, on 15 February 2007.
• The Third Regional Meeting of the GfD Working Group IV was held in Tunis, Tunisia, on 16 February 2007.
• The Third Special Session of the OECD Working Party on Regulatory Management and Reform took place in Paris, France, on 4 May 2007.
• The Fifth High-level Regional Seminar on Strategies, Tools and Capacities for Administrative Simplification was organised jointly with GfD WG on E-government and Administrative Simplification in Cairo, Egypt on 20-21 June 2007.
• The Regional Capacity Building Seminar on Regulatory Impact Assessment (RIA) took place in Istanbul, Turkey, on 20 November 2007.
• A Capacity-Building Workshop on Public Private Partnerships (PPPs) was organised in Amman, Jordan, on 28 April 2008.
• The Fourth Regional Meeting of the GfD Working Group on Public Service Delivery, Public Private Partnerships and Regulatory Reform took place in Amman, Jordan on 29 April 2008.
• A Regional Capacity Building Seminar on “Drafting Legislation and Oversight Bodies for Regulatory Quality” took place in Amman, Jordan on 29-30 April 2008.
  A Peer Learning Study Visit on " Modernising the Civil Service Bureau in Bahrain" took place at the OECD in Paris, on 26-27 May 2008.
• A Regional Capacity Building Seminar on Administrative Simplification: Overcoming Barriers to Implementation took place in Cairo, Egypt, 18-19 June 2008.
