The Regional Working Group on Governance of Public Finance addresses a wide variety of policy issues related to improving the governance of public finance in Arab countries.
At the GfD Initiative’s Launching Conference, participants agreed on a first set of policy issues to be considered. During the First Meeting of the Initiative’s Steering Group on 27-28 April 2005, these were refined into a “Framework for Policy Dialogue” wich will serve to guide the initial Stocktaking Phase.
The Working Group is chaired by Mr. Yousef Boutros Ghali, Minister of Finance of Egypt, and co-chaired by Mr. Helmer Vossers, Director of Budget Affairs of the Ministry of Finance of the Netherlands as well as Mr. Richard Emery, former Assistant Director for Budget Review of the US Office of Management and Budget in the Executive Office of the President (see Arab Chairs & OECD Co-chairs).
Its First Meeting took place on 1-3 October 2005 in Cairo, Egypt. At this meeting it was explored whether a Regional Financial Management Training Center should be created in Cairo, for which the OECD Secretariat has now carried out a Feasibility Assessment.
The Second Meeting of this GfD Working Group took place on 7-8 May 2006 in Cairo, Egypt.
