E-Government & Adm. Simplification

 

The Regional Working Group on e-Government and Administrative Simplification addresses a wide variety of policy issues related to introducing E-government and simplifying administrative processes in Arab countries.

At the GfD Initiative’s Launching Conference, participants agreed on a first set of policy issues to be considered. During the First Meeting of the Initiative’s Steering Group on 27-28 April 2005, these were refined into a “Framework for Policy Dialogue” which will serve to guide the initial Stocktaking Phase.

The Working Group on E-Government & Administrative Simplification is chaired by Mr. Salem AlShair, Director for e-Service, Dubai e-Government (UAE), and co-chaired by Mr. Vincenzo Schioppa, Deputy Permanent Representative of Italy to the OECD and Mr. Woo-Jin Lim, Assistant Minister, Informatization Strategy Office, at the Ministry of Public Administration and Security of Korea (see Arab Chairs & OECD Co-chairs).

Meetings

Its First Regional Meeting took place in Dubai, UAE, on 12-13 September 2005. 

The Second Regional Meeting of the GfD Working Group took place in Dubai, UAE, on 6 March 2006.

A First High-Level Seminar on E-procurement  was held in Naples on 30-31 January 2006. 

Second High-Level Seminar on Building an Effective E-Government Action Plan was hosted by the Dubai School of Government, UAE on 7 March 2006.

Third High-Level Seminar on Personalised Service Portals took place in Paris, France, on 11-12 December 2006.

Fourth High-Level Seminar on Measuring and Evaluating E-government took place in Dubai, UAE, on 12 March 2007.

The Third Regional Meeting of the GfD Working Group II took place in Dubai, UAE, on 13 March 2007.

The Fifth High-level Regional Seminar on Strategies, Tools and Capacities for Administrative Simplification was organised jointly with GfD Working Group on Public Service Delivery, PPPs and Regulatory Reform in Cairo, Egypt, on 20-21 June 2007.

The Workshop on “Administrative Burden Reduction: Experiences, Practices and Use of ICT tools” took place in the Hague, the Netherlands, on 5th March 2008.

The 6th High Level Seminar on Partnerships and Frameworks for Collaboration on E-government took place in Tunis, Tunisia on 28 May 2008 at the invitation of the Prime Ministry of Tunisia and in collaboration with the OECD.

The fourth regional meeting of the Working Group II on E-government and Administrative Simplification took place in Tunis, Tunisia on 29 May 2008 at the invitation of the Prime Ministry of Tunisia and the Government of Dubai, and in collaboration with the OECD.

The regional Capacity Building Seminar on Administrative Simplification : Overcoming Barriers to Implementation, took place in Cairo, Egypt, on 18-19 June 2008.

A Joint Learning Activity on Electronic Identity Card in Belgium will take place in Brussels, Belgium on 21 November 2008.

Arab countries will participate in the OECD Network of Senior E-Government Officials Expert Seminar on the Business Case for Digital Identity Management that will be held in Paris on 19-20 November 2008.
