Karen Hill has been appointed Head of the SIGMA Programme and takes over from Bob Bonwitt who retires at the end of February 2012. Before joining SIGMA, Ms Hill, a UK national, was leading an EU Twinning Project on behalf of the UK Government to implement Regulatory Impact Assessment in Croatia. She previously undertook assignments in other IPA and Neighbourhood countries. Prior to that, Ms Hill was a UK civil servant for 25 years, most recently as Director in the Better Regulation Executive.

Prepared by the EC's DG Budget with SIGMA support, this compendium provides an overview of public internal control systems used in the 27 EU Member States to manage and control their national funds, revenues and expenditures, on the basis of voluntary contributions by the Member States. The compendium contains an analysis of the systems in operation and also provides the reader with an insight into possible future developments. It will be presented during the EC conference on Public Internal Control Systems in EU Member States in Brussels on 27-28 February 2012.

Subjects covered include EU legislation, principles and institutions, procurement procedures and tools, award criteria setting, advertising, tender evaluation and contract award, and the incorporation of environmental and social considerations.
