OECD Committees have an interest in also hearing the views of stakeholders other than OECD member countries. This is why they can invite – with the consent of the OECD Council – non-members and other organisations as observer to their meetings. However, Committees’ capacity to accommodate observers is limited.
To allow for the involvement of much larger numbers of stakeholders in their work, Committees can establish Global Forums. The OECD Global Forums are networks or communities of stakeholders that meet on the responsibility of one or more OECD Committees.
The principal functions of Global Forums are to:

Help the Committee identify relevant issues (including ‘next generation issues’),

Promote a convergence of views on the Committee’s outputs among a broad range of non-members and other stakeholders,

Ensure that these outputs are known and used among these stakeholders,

Share best practices in the implementation of the results.
The Global Forums engage member and non-member officials, policy analysts, business leaders, international experts, researchers and various other stakeholders. Many Global Forum meetings are major events, attracting large numbers of participants from different regional and cultural backgrounds.
