The main drivers here are market demand for offensive and defensive technologies and strategies that vary from surveillance and detection systems, to risk management protocols around the dual use of materials and knowledge.

The key policy question at the heart of activity in this sector is one of determining the proportionality of responses and the costs and benefits associated with these – in particular in terms of the spin-offs and spin-outs to civil research and the opportunity costs associated.
