The PFI User’s Toolkit supports the implementation of the Policy Framework for Investment. It offers substantial practical guidance on how to address each question within the ten policy chapters.

The Toolkit is more than just a technical manual. It also highlights how the core principles of the PFI influence investment, how the various chapters of the PFI relate to one another and how the PFI can assist in an on-going and iterative process of reform and in fostering public/private dialogue.

The Toolkit is a work in progress and will be modified based on feedback from countries implementing the PFI and from other stakeholders. The PFI chapters will be posted as they become available.
