OECD names former Clinton aide to head its Washington Centre

 

21/09/2009 - The OECD has appointed Jill A. Schuker, a former Clinton and Carter Administration official who also has worked on Capitol Hill, in state government and in the private sector, as the new Head of its Washington Centre.

Ms. Schuker brings years of international policy, public diplomacy and communications strategy experience to the post, which she took up in mid-September.  The Washington Centre, with a special focus on relations with the United States and Canada, is one of four OECD Centres outside the organisation’s Paris headquarters—the others being in Berlin, Tokyo and Mexico City.

In announcing Ms. Schuker’s appointment, OECD Secretary-General Angel Gurría pointed to the “essential role” of the United States in the OECD.

 

“The OECD was born out of one of the most generous initiatives of the United States, the post-World War II Marshall Plan for the reconstruction of European economies,” Mr. Gurría recalled.

“The United States has provided intellectual and political leadership to many of our initiatives in areas as diverse as green growth, tax policy, the information economy, demographic and workforce challenges, and issues relating to tax havens, governance and bribery,” he added.  “We look forward to a close, productive and dynamic working relationship with the Obama administration and the U.S. Congress in addressing the world’s many critical challenges.”

 

Ms. Schuker has worked across the globe with both governments and societies in transition on a range of civil society, social responsibility, governance, modernization, reform, policy, media, evaluation and leadership issues.

 

Her positions in the U.S. government have included serving as Special Assistant to President Clinton for National Security Affairs as well as Senior Director for Public Affairs at the National Security Council and Deputy Communications Director.

 

Over the last 30 years she has also served at the US Mission to the United Nations, at the Departments of State and Commerce, as Executive Director of the bipartisan New England Congressional Caucus on Capitol Hill, and as Press Secretary to Governor Hugh L. Carey of New York.

 

Ms. Schuker holds a Masters Degree from Tufts University and a B.A. from Skidmore College. She is a member of the Council on Foreign Relations and a Board member of the Atlantic Council of the United States. She has taught at the Fletcher School of Law and Diplomacy and George Washington University and has been a Fellow at the University of Southern California, and she has written a number of published articles on public diplomacy and national security.
