The Investment Compact for South East Europe and the Regional Co-operation Council have launched a partnership to boost South East Europe's business climate. Both partners and governments of the region have agreed to introduce an integrated approach to reform that will involve evaluations of business climate policy, agreement on priorities and capacity building to improve competitiveness in the region.

The OECD and the World Bank have agreed to step up their co-operation in a number of key areas, including the design of comprehensive country frameworks for investment. The organisations have long had extensive co-operation in the field of investment climate and co-operation has intensified in recent years.

The OECD has launched a second evaluation of the implementation in the Western Balkans of the European Charter for Small and Medium-sized Enterprises. This evaluation will focus on innovation and the support provided to high-growth and innovative SMEs. The results will be presented in 2009 with the publication of the SME Policy Index 2009 report.

The South East Europe (SEE) Working Group on Tax Policy Analysis held its second meeting on 29 June 2009 in Dubrovnik, Croatia, bringing together high-level officials and policy experts from South East Europe and the OECD to build on the process of addressing tax reform priorities along the lines of the Investment Reform index (IRI).

The launch of the Working Group on Taxation of the South East Europe Investment Committee on 29-30 October 2008 in Vienna recognises the sovereignty of tax policy in the consideration of policy reform prioritisation in South East Europe. The working group specifically focuses on the tax component of the Investment Reform Index to provide a basis for identifying areas where the OECD may provide technical assistance.

The IRI is the South East Europe Investment Compact’s flagship publication, providing a comprehensive assessment of policy reform, institutional settings and achievements in key dimensions of policy that impact the business climate, from infrastructure to human capital development. The IRI 2009 was launched at a seminar in Sarajevo attended by representatives from throughout South East Europe.

The 3rd Meeting of the South East Europe Investment Committee took place in Paris on 23 May 2008. Participants discussed future collaboration between the Regional Co-operation Council and the Investment Compact and reviewed Investment Compact activities since the 2nd Committee Meeting, including the IRI 2009 evaluation, the SME Policy Index 2009 evaluation, the drafting by the Working Groups of 'How-to' reform guidelines, and the completion of Phase I of the project on 'Sector Specific Sources of Competitiveness in the Western Balkans'.

High-level representatives from the Government of Iraq and OECD-member countries met in Paris on 08-10 July to discuss Iraq's investment climate, anti-corruption policies and aid management, three issues identified as priorities by Iraqi officials during prior meetings held under the framework of the International Compact with Iraq. The meeting was organised by the MENA-OECD Initiative on Governance and Investment for Development and the United Nations Development Programme (UNDP) Iraq.
