At their Meeting in May 2008, the DAC High-Level Meeting endorsed a Statement of Progress on Integrating Climate Change Adaptation into Development Co-operation. The Statement aims to highlight the progress achieved by DAC donors in integrating climate change adaptation into their operations and outlines key challenges for the future. It will be brought to the attention of participants in the G8 Hokkaido Toyako Summit in July 2008.

At their Meeting in May 2008, the DAC High-Level Meeting endorsed a Policy Statement on Strategic Environmental Assessment. The Statement highlights the progress achieved by donors and developing country partners in applying strategic environmental assessment approaches, as called for by "The Paris Declaration on Aid Effectiveness", and outlines key challenges for the future.

The OECD hosted a side event at the 28th Sessions of the subsidiary bodies to the UN Framework Convention on Climate Change (SB-28) in Bonn on June 10th. The theme was the "Economics of Adaptation and Mitigation", and it was organised in two parts: first, the launch of the new book "Economic Aspects of Adaptation to Climate Change: Costs, Benefits and Policy Instruments" ; the second half featured the OECD Environmental Oultook to 2030 and Cities and Climate Change: the case of global port cities. When they are applied in a practical setting, environmentally related taxes and tradable permit systems often differ from simple text-book recommendations that only focus on economic efficiency. This note, prepared by Prof. Stephen Smith of University College, London, contains both a theoretical discussion of “real-world” constraints on policy formulation, and an empirical discussion of the Climate Change Levy vs. the domestic greenhouse gas trading system in the UK, as well as of the Landfill tax vs. the Landfill allowance trading system applied in the same country.

"Economic Aspects of Adaptation to Climate Change: Costs, Benefits and Policy Instruments", edited by Shardul Agrawala and Samuel Fankhauser. This new book provides a critical assessment of adaptation costs and benefits in key climate sensitive sectors, as well as at national and global levels. It examines the potential and limits of economic and policy instruments - e.g. insurance and risk sharing, environmental markets and pricing, public private partnerships - that can motivate adaptation actions. OECD’s Working Party on Manufactured Nanomaterials launched a “sponsorship programme” at its 3rd meeting (November 2007). Countries will share the testing of specific nanomaterials (MNs) under this programme. Much valuable information on the safety of MNs can be derived by testing a representative set for human health and environmental safety. In launching this “sponsorship programme” the Working Party agreed a priority list of MNs for testing (based on materials which are in or close to commerce) as well as a list of endpoints for which they should be tested.

OECD Published Pov and LRTP Screening Tool
OECD published the "Pov and LRTP Screening Tool" which has been developed with the aim of using multimedia models for estimating overall persistence (Pov) and long-range transport potential (LRTP) of organic chemicals at a screening level in the context of PBTs/POPs assessments. The Tool calculates metrics of Pov and LRTP from a multimedia chemical fate model, and provides a graphical presentation of the results.

The annual meeting of the EAP Task Force - first after the 6th "Enviroment for Europe" Ministerial Conference, held in October 2007 in Belgrade (Serbia), took place in Paris at the OECD Conference Centre on 7 and 8 February. High-level officials from environment ministries of OECD and non-member economies discussed the new programme of work and budget of the EAP Task Force for 2008, and elected the new co-Chairs and Bureau of the Task Force.
