Toronto must be more competitive, says OECD

Toronto is home to 40% of Canada’s business headquarters, the world’s seventh largest stock exchange, and it produces almost 20% of the national GDP. OECD’s new review of the Toronto region makes numerous recommendations to help the city out of its economic doldrums and make it more sustainably competitive.

Publication of the OECD Guidance Document on Defining Minor Uses of Pesticides

This Guidance Document has been developed to help countries define minor uses of pesticides at national or regional levels with the aim of enhancing the consistency among countries.  It does not give an OECD definition, but rather it lists the critical elements to consider when developing a minor use definition. It was developed by Australia and reviewed on several occasions by the OECD pesticide groups.

Publication of the OECD Strategic Approach in Pesticide Risk Reduction

The OECD Strategic Approach in Pesticide Risk Reduction, that was prepared by Germany:

  • takes into account some of the main outcomes from OECD’s work on pesticide risk reduction,
  • identifies the core elements that contribute to the reduction of risks arising from the use of pesticides,
  • describes the main measures that lead to a significant reduction of pesticide risks (e.g. registration, compliance, IPM, training, technology, R&D, etc.), and
  • recommends key elements for ensuring implementation and adoption of national action plans.

Publication of the OECD Survey on Countries’ Approaches to the Collection and Use of Agricultural Pesticide Sales and Usage Data: Survey Results

This report presents the results of an OECD survey that gathered information from twenty countries on how they collect and use sales and usage data concerning agricultural pesticides. The survey focused on the collection processes, the type of data that are collected and how these data are used and analysed.  This survey provides more current and comprehensive data than that collected in a previous OECD survey conducted in 1997 which focused exclusively on agricultural pesticide sales data (see ENV/JM/MONO(2009)1.)

Publication of the Report of the Seminar on Pesticide Risk Reduction through Spray Drift Reduction Strategies as Part of National Risk Management

This report presents the results of an OECD Seminar (June 2008) that looked at strategies to reduce pesticide spray drift and thus reduce risks posed by the application of pesticides on crops. Participants discussed various approaches for spray drift reduction (e.g. buffer zones, drift reduction technologies, labels), and developed several recommendations for promoting spray drift reduction technologies and policies.  Please also visit  www.oecd.org/env/spraydrift  (from 2010).

Publication of the Report of the Seminar on Pesticide Risk Reduction through Education / Training the Trainers

This report presents the outcomes of an OECD Seminar (November 2007, Mexico) that reviewed current approaches to achieving pesticide risk reduction through education and training for trainers. Participants discussed the various aspects of training programmes such as qualification, quality of training, communication and economic aspects. The Seminar recommended that countries develop training strategies and the OECD conduct a survey on education and training programmes.

OECD side events at Barcelona Climate Change Talks, 2-6 November

The OECD hosted two side events at the Climate Change Talks in Barcelona -- the last UNFCCC sessions before COP15 Copenhagen. 1. "Financing for Enhanced Climate Change Action: Mitigation and Adaptation" was organised by climate change experts from the Environment and Development Co-operation directorates; 2. “Information and Communication Technologies (ICTs) and Climate Change” was co-hosted by ITU, OECD and GeSI.

L'Irlande devrait tirer parti de la crise économique pour passer à un modèle de société sobre en carbone, déclare le Secrétaire général

Les conlusions et recommandations de l’Examen environnemental de l’Irlande présentent 38 recommandations pour “tirer avantage” de la crise économique et rendre le modèle de croissance irlandais plus sain et plus juste. Les recommandations comprennent notamment :

- Un renforcement des efforts pour limiter les émissions de gaz à effet de serre.
- La facturation des ménages pour leur consommation d’eau.
- La ratification de la Convention Aarhus sur l’accès à l’information, la participation du public aux prises de décisions et l’accès à la justice pour les questions environnementales.

The OECD/Annex I Expert Group side event at the UN Climate Change Talks in Barcelona - "Financing for Enhanced Climate Change Action: Mitigation and Adaptation" at 15:30 on 3 November - will discuss the following critical issues with expert speakers and discussants from both Annex I and Non-Annex I countries: Overall financial architecture and MRV of financial support; Delivery of development finance to support climate change action; Matching support with actions and the role of registries.

OECD Workshop Risk Assessment of Manufactured Nanomaterials in a Regulatory Context

This workshop was held on 16-18 September 2009 in Washington D.C., United States. This Workshop was co-hosted with the Business and Industry Advisory Committee to OECD (BIAC) and the Society for Risk Analysis (SRA). The  objectives were: i) to collect expert input to the critical issues specific for the risk assessments of nanomaterials; ii) to identify possible approaches for risk assessment based on the current state of knowledge; and iii) to identify issues which may be addressed through OECD’s testing programme. The workshop report will be available towards the end of the year.

OECD Working Party on Manufactured Nanomaterials: 6th meeting

The 6th Meeting of the WPMN was held on 28-30 October 2009. During this meeting, the WPMN discussed the targets that need to be set in order to implement the Programme of Work 2009-2012. Accordinlgy, the WPMN agreed the updated Operational Plans for 2009-2012 for each of its projects and a new project on Co-operation on the Environmental Sustainability Use of Nanotechnology. Finally, the WPMN discussed how to continue progress on the Sponsorship Programme for the Testing of Manufactured Nanomaterials .

Mobilising financial resources - boosting energy investment and carbon finance in Africa

IEA Ministerial Meeting 2009 - Responding to energy challenges in partnership

Nouveau projet sur les besoins d'infrastructures transcontinentales à l'horizon 2030/2050

Après avoir mené à terme son projet sur les besoins d’infrastructures à l’horizon 2030 (2005-2007) portant sur les télécommunications, l’eau, l'électricité et les transports de surface, le Programme de l’OCDE sur l’avenir lance à présent une étude sur les ports, aéroports et autres grandes infrastructures intracontinentales et intercontinentales. La première réunion du Groupe de Pilotage aura lieu le 19 Novembre à Paris et sera suivie le 20 Novembre par un atelier centré sur le financement des infrastructures dans l'avenir. Annual Meeting of the Task Force for the Implementation of the Environmental Action Plan (EAP), Paris

The Annual Meeting of the EAP Task Force was held on 15-16 October 2009 in Paris. The main purpose of the meeting was to discuss the progress in the implementation of the EAP Task Force's Programme of Work.

Conférence de l'OCDE sur le comportement des ménages et les politiques de l'environnement

L’objectif de la Conférence organisée par la Direction de l'environnement était de présenter les conclusions de l’enquête de l'OCDE sur le comportement des ménages et de discuter des implications politiques. Dix équipes d’experts coordonnées par l'OCDE ont présenté leurs principaux résultats dans cinq domaines clés : énergie, transport, déchets, produits biologiques et eau. La Conférence permettra également de partager des expériences et d'explorer de nouvelles avenues pour la future enquête de l'OCDE, à mettre en œuvre en 2010.
