La diminution, jusqu’à 90 %, du volume des nouvelles commandes, et l’augmentation du nombre des annulations devraient entraîner un accroissement des surcapacités dans le secteur. Les flux d'investissements directs étranger (IDE) à destination de 17 pays de l'OCDE, dont l'Allemagne, les États-Unis, la France, le Japon et le Royaume-Uni, ont chuté de 50 % au premier trimestre de 2009 par rapport au dernier trimestre de 2008, selon des estimations rendues publiques par l'Organisation lors du Forum de l'OCDE.

The gobal economic crisis has led to a sharp contraction in steel production, consumption, prices and jobs. According to industry and government officials at the OECD’s Steel Committee meeting in Paris on 8-9 June 2009, conditions for a recovery in demand could begin to be seen towards the end of the year.

With the the global economic crisis, governments are now focused on restoring national economic and employment growth and financial stability which also poses risks for freedom of investment. If they all recognise that open markets will ultimately contribute to a sustainable recovery, they might be tempted to adopt “beggar thy neighbour” policies, including investment protectionism and unfair incentives to attract or retain investments, according to the OECD Secretary-General.

The current economic crisis has exposed the deficiencies of economic global governance and the risk of having a highly integrated global economy with fragmented global economic decision-making and regulation. To improve our impact, we do need stronger, more inclusive and better coordinated international organisations, warned the OECD Secretary-General.

En plus des membres de l'OCDE, la Roumanie était présente en tant que participant à part entière, et le Brésil, la Chine, la Russie, le Taipei chinois et l'Ukraine en tant qu'observateurs ad hoc. Les participants représentaient 95 % de la production mondiale du secteur en 2008. Cette question a été abordée lors de la 108ème session du Groupe de travail du Conseil sur la construction navale les 9 et 10 juillet 2009.

En 2009, la table ronde de l’OCDE sur la responsabilité des entreprises a porté principalement sur les responsabilités des entreprises multinationales envers les consommateurs et sur la manière dont les consommateurs peuvent encourager les entreprises multinationales à respecter les recommandations formulées dans les Principes directeurs de l’OCDE.
