Governments, working together with consumer organisations, teachers’ and parents’ associations and other civil society groups, should do more to promote consumer education. The aim should be to help consumers develop critical thinking and raise awareness, according to new policy recommendations recently endorsed by the OECD's Committee on Consumer Policy.

First launched in 2005, Technology Foresight Forums are an annual event organised by the OECD Committee for Information, Computer, and Communications Policy to help identify opportunities and challenges for the Internet Economy posed by technical developments. Foresight forums represent a collaborative effort of policy makers from member and non-member governments, business, civil society, and the Internet technical community. Past forum topics include RFID, Participative Web, and Next Generation Networks.

This paper provides an overview of short-term and long-term developments in ICT employment trends. Preliminary analysis of available indicators shows that employment is dropping in the ICT sector - notably in ICT goods sectors and mostly remaining flat in ICT services. The paper also highlights some niche ICT activities where ICT employment is increasing despite the crisis.

Le rapport présente le changement d’orientation qui s’effectue dans la mise en place de l’administration électronique, et qui se traduit par une approche non plus centrée sur les pouvoirs publics mais sur les usagers. Il fait un tour d’horizon complet des difficultés posées par l’adoption de ces services par les usagers dans les pays de l’OCDE, et des différentes méthodes employées pour y remédier. Le rapport est dès à présent disponible en anglais sous le titre "Rethinking e-Government Services: User-centred Approaches"; la version francaise sera publiée en 2010.

This new edition presents the most recent comparable data on the performance of the communication sector in OECD countries and on their policy frameworks. The 2009 edition analyses the communications sector over the years following the "dot com bubble" crisis and explores future developments. It provides an extensive range of indicators for the development of different communications networks and compares performance indicators such as revenue, investment, employment and prices for service throughout the OECD area.

La crise économique a durement touché le commerce de détail, mais elle a par ailleurs dopé le commerce électronique, du fait de l’augmentation du nombre de cyberconsommateurs, comme l’indique un nouveau rapport de l’OCDE. Ce secteur se développerait encore plus rapidement si les entreprises et les pouvoirs publics faisaient davantage pour relever les défis croissants de la protection des droits et de la vie privée des consommateurs et pour lutter contre la fraude, estime l’OCDE.

Après avoir mené à terme son projet sur les besoins d’infrastructures à l’horizon 2030 (2005-2007) portant sur les télécommunications, l’eau, l'électricité et les transports de surface, le Programme de l’OCDE sur l’avenir lance à présent une étude sur les ports, aéroports et autres grandes infrastructures intracontinentales et intercontinentales. La première réunion du Groupe de Pilotage aura lieu le 19 Novembre à Paris et sera suivie le 20 Novembre par un atelier centré sur le financement des infrastructures dans l'avenir. Information communication technologies (ICTs) are crucial to reducing poverty, improving access to health and education services and creating new sources of income and employment for the poor. But there are substantial discrepancies in access to ICTs between, but also within, countries, depending on key factors such as gender, rural coverage, skills and educational levels. This workshop, organised jointly by the World Bank/infoDev and the OECD, aimed to share best practices in coherent approaches to meeting development objectives laid out by Ministers.

However, children also face a variety of risks online such as exposure to harmful content, cyberbullying, breach of privacy, etc. The joint APEC-OECD Symposium aimed at sharing experience with regards to initiatives to protect children online including government measures, public-private partnerships and regional/international co-operation.
