This paper outlines key steps towards the development of a single international carbon price -- including phasing out fossil fuel subsidies, and expanding and linking regional carbon markets through direct linking of existing emission trading systems, scaled-up CDM, use of sectoral crediting mechanisms, and incorporation of the forest sector. It examines the incentives for action, including possible financing flows to support action in developing countries.

Les décideurs ont discuté de questions importantes sur l’adaptation au changement climatique, l’accès à l’eau et à l’assainissement, le développement des capacités pour la gestion de l’environnement et les scénarios de développement sobres en carbone. Ils ont entériné un Texte et un Document d’orientation sur la prise en compte de l’adaptation au changement climatique dans la coopération pour le développement. La réunion a arrêté un ambitieux programme d’action en vue d’approfondir le partenariat entre les deux communautés de l’environnement et du développement.

OECD held two side events at the UN Climate Change sessions in Bonn. The first, on 31 March, addressed critical questions for the post-2012 climate framework, including mitigation support and finance, and how to ensure mitigation actions can be “measured, reported, and verified”. The second side-event, on 7 April, looked at critical issues for reaching a post-2012 climate deal, including carbon leakage concerns, incentives for action by all major emitters, and the role of sectoral approaches in the carbon market. New analysis by OECD and IEA was presented at the side events.

Efforts to reduce greenhouse gas emissions need to move hand in hand with policies and incentives to adapt to the impacts of climate change. This report seeks to inform critical questions with regard to policy mixes of investments in adaptation and mitigation, and how they might vary over time. Adaptation cost curves are estimated for the world, as well as for specific regions. The policy simulations presented in this report show that the costs of inaction are high, and thus it is important to start acting on both mitigation and adaptation now.

During his second official visit to the People's Republic of China, Angel Gurría launched the Chinese language translation of OECD's investment policy review of China which looks at Chinese government efforts to encourage responsible business conduct against the backdrop of recent regulatory changes and China's increasing outward investment.

Jointly organised by OECD and ILO, this conference was devoted to the theme of "Employment and Industrial Relations: Promoting Responsible Business Conduct in a Globalising Economy". Discussions focused on wider dissemination of good corporate labour practices and better understanding and use of the OECD and ILO instruments.

The conference explored how improved resource efficiency can reduce negative environmental impacts of resource exploitation, transportation, use and disposal, while at the same time securing adequate supplies of materials to sustain economic growth. It focussed on economic efficiency and environmental effectiveness of resource use, as well as the related development and governance aspects.

The OECD is currently exploring the links between environmental innovation and globalisation. The main output of this project will be a report, “Environmental Innovation and Global Markets”, based on interviews with companies and government officials in 8 OECD countries (Denmark, Finland, Germany, Japan, the Netherlands, Spain, United Kingdom, United States) and in China. This workshop provides a forum for that dialogue. The outcomes of the workshop discussions will serve to finalise the policy recommendations in the report.

La croissance et le développement économiques sont indissociables d’une saine gestion des ressources de l’environnement. Ce sont les pays et les populations les plus pauvres qui sont le plus tributaires de ces ressources et qui pâtissent donc le plus de leur dégradation. La réunion ministérielle est venu à point nommé car elle a permis de débattre des interactions entre pauvreté et dégradation de l’environnement, de même que des possibilités d’établir des stratégies gagnantes pour tous afin de faire face à ces deux problématiques.
