In response to growing concern, GOVNET and the DAC Fragile States Group (now the International Network on Conflict and Fragility) initiated a discussion on the key issues and challenges related to fighting corruption in fragile states. GOVNET followed-up by initiating an exploration of the complementarities between current approaches towards both statebuilding and fighting corruption in fragile states. The report identifies remaining gaps in research but concludes by outlining what an anti-corruption approach determined by a vision of statebuilding might consist of. See full report.

De nouvelles données publiées par l’OCDE montrent une croissance continue de l’aide au développement en 2009, malgré la crise financière. Le total net de l’aide publique au développement (APD) versé par les donneurs du Comité d’Aide au Développement de l’OCDE (CAD) a augmenté de 0.7% en termes réels, mais la hausse est de 6.8% une fois exclu l’abandon de dette, une composante volatile.

It's third time lucky in Africa for Bharti Airtel. After twice trying and failing to agree a merger with South Africa's MTN, the Indian telecoms giant has secured the South-South tie-up it was ogling after, and is on the cusp of buying the African assets of Kuwaiti firm Zain. Laura Recuero Virto, an economist at the OECD Development Centre, says the Bharti Airtel - MTN deal should bring down prices for African consumers.

The economic effects of immigration are often controversial. This column by the Centre's Bárbara Castelletti, Jeff Dayton-Johnson and Ángel Melguizo introduces the preliminary findings from a new database on immigration in Latin America and the Caribbean. While immigrants do not seem to displace domestic workers, they are often working in sectors unsuitable for their skills. Better policy could help the destination countries as well as the immigrants themselves.

La première enquête de suivi consacrée aux Principes sur l’intervention dans les États fragiles présente des données d’observation sur la qualité de l’engagement international tirées de consultations nationales menées en Afghanistan, en République centrafricaine, en RDC, en Haïti, en Sierra Leone et au Timor Leste avec des diplomates et des experts et praticiens du développement et de la sécurité. Elle a été lancée lors d’une conférence conjointe de l’OCDE et du Center for Strategic and International Studies organisée à Washington le 26 février 2010.

L’édition 2010 du rapport intitulé “Veiller à ce que les États fragiles ne soient pas laissés pour compte” présente les faits marquants concernant les apports d’aide aux États fragiles en accordant une attention particulière à l’impact de la triple crise alimentaire, énergétique et financière. Les auteurs appellent par ailleurs à l’adoption d’une démarche pangouvernementale.
