D’après l’OCDE, les fonds de pension se redressent en 2009

Les fonds de pension ont entamé un redressement partiel pendant la première moitié de 2009, générant des retours sur investissement de 3.5 % en termes nominaux. Toutefois, au 30 juin 2009, le total des actifs des fonds de pension reste en retrait de 14% par rapport au niveau de décembre 2007, selon la dernière édition du Point sur le Marché des Pensions de l’OCDE.

2008 Survey of Investment Regulation of Pension Funds

The OECD has today published the results of the 2008 Survey of Investment Regulation of Pension Funds.

The document describes quantitative investment regulations on pension funds in OECD and selected non-OECD countries as of end December 2008. The information collected concerns all forms of quantitative portfolio restrictions (minima and maxima) applied to autonomous pension funds in OECD countries at different legal levels (law, regulation, industry norms, etc).

 

Private pensions need long-term, appropriate performance benchmarks

The OECD and the World Bank today announced the preliminary results of their project evaluating the financial performance of pension funds around the world.

The project aims to examine how to measure financial performance of pension funds taking into account the link between participants’ benefits to the performance of financial markets.

Dans la zone OCDE, le ratio moyen pondéré des actifs des fonds de pension/PIB a diminué de 75.5 % en 2007 à 63.4 % en 2008, les Etats-Unis ayant enregistré une chute de 24.2 % de la valeur de leurs actifs l'an dernier, ce qui équivaut à une perte de 2 600 milliards USD. En 2008, seuls trois pays ont affiché un ratio actifs/PIB supérieur à 100 %, à savoir la Suisse (119 %), les Pays-Bas (113 %) et l'Islande (113 %).

L’OCDE vient de publier de nouvelles orientations sur les systèmes de pension privés qui appellent à un renforcement de la réglementation et à une meilleure gouvernance.
Les Principes fondamentaux de réglementation des pensions professionnelles de l’OCDE fournissent aux responsables un cadre pour améliorer la réglementation et la supervision des systèmes de pension privés, qui englobe les différents aspects du fonctionnement de ces systèmes, comme l’octroi d’un agrément, la gouvernance, le financement, l’investissement et les droits des membres du plan.

OECD seminar on the payout phase of pensions, annuities and financial Markets

Representatives from OECD governments, academia and private sector discussed proposals to support private pension systems, and in particular, improve the management of risks in the retirement stage of individual account (defined contribution, DC) pension systems. Participants also discussed the impact of the financial crisis, and longer term issues affecting the sector such as increasing life expectancy.

Les responsables des fonds de protection des retraites d’Allemagne, des États Unis, du Japon, du Royaume Uni, de Suède et de Suisse se sont réunis pour la première fois pour essayer de déterminer comment ces dispositifs peuvent contribuer à protéger nos revenus au moment de la retraite, avoir une bonne efficacité économique et se protéger eux-mêmes contre l’aléa moral et les demandes abusives.
