State of Victoria: Review of Higher Education in regional development is now available

The State of Victoria is a knowledge-intensive centre for Australia: Educational services are Victoria’s strongest export worth more than AUD 5 billion, surpassing tourism and automotive sectors. This report outlines how Victoria’s higher education institutions can continue to increase participation in higher education, widen access to lower socio-economic groups and help transform Victoria into an innovative state with knowledge-intensive industries and jobs.

 

Classements et refonte de l’enseignement supérieur - une nouvelle publication

En 2006, IMHE et l’Association Internationale des Universités (IAU) ont sponsorisé une étude examinant comment les EES répondent au classement dans l’éducation supérieure, quel est son impact, son influence sur les parties prenantes. La Phase 2 lancée en 2008 est axée sur le point de vue des institutionnels et des parties prenantes à l’égard de l’impact du classement.

L’intérêt pour le classement s’est poursuivi sans relâche et Ellen Hazelkorn a écrit Rankings and the Reshaping of Higher Education. C’est la première étude plurivalente sur le classement, à partir d’une perspective globale.

Andalusia is the most populous region in Spain with over 8 million people.
Historically a crossroads of three cultures – Hispanic, Jewish and Arabic – it has enjoyed remarkable growth and development over the past decades, but still lags behind the Spanish averages in key socio-economic indicators. How can the region and its universities fuel local growth and create jobs and new businesses? How can the Andalusian University System improve students’ learning and employment outcomes? How can the region capitalise on its existing assets and promising clusters?

OECD review report of Bío Bío is now available

The Bío Bío Region has pioneered regional development in Chile. It has a high concentration of higher education and research activity. Its universities and other higher education institutions have made significant progress in widening access to education. But challenges remain: the Bío Bío Region continues to suffer from brain drain as well as higher than average unemployment and poverty rates. This joint OECD and World Bank review explores a range of helpful policy measures and institutional reforms to mobilise higher education for the development of the Bío Bío Region.

Nouveau Président pour le Comité directeur de l'IMHE

Le Professeur Peter Coaldrake, Vice-président de l’Université de Technologie de Queensland, a été élu Président du Comité directeur du Programme sur la gestion des établissements d’enseignement supérieur (IMHE) de l’OCDE. En mai 2009, le Professeur Peter Coaldrake est devenu Président du Conseil des Universités Australiennes, l’organe suprême des universités en Australie. Le Professeur Peter Coaldrake prendra ses nouvelles responsabilités le 1er janvier 2001.

OECD review report of Paso del Norte is now available

The Paso del Norte Region is the largest metropolitan area on the US-Mexican border. The long-term competitiveness of the region is under a threat due to ongoing violence, brain drain and environmental degradation. To break out of the low skill/low wage economy, Paso del Norte needs to improve educational attainment levels on both sides of the border. It will also need to foster new business formation and provide jobs and entrepreneurial skills to higher education graduates.

 

OECD review report of Rotterdam is now available

A young and dynamic city, Rotterdam is one of the few in Europe where the average age of the population is decreasing. It is ethnically and culturally diverse and has high potential for attracting the “creative class”. The Rotterdam region is home to two leading research universities and several other innovative higher education institutions. This report looks at how to encourage growth in the Rotterdam region, through the transfer of technology and knowledge, and through realising the potential of its people.

 

Governance and Quality Guidelines in Higher Education - A review of governance arrangements and quality assurance guidelines

The need for good governance has dominated the debate on the effectiveness of higher education. The growing institutional autonomy and expansion of university missions have been accompanied by the emergence of governance arrangements and quality assurance guides, codes and set of principles. The report discusses the distinction between governance arrangements and quality guidelines, as well as the possible need to define appropriate guidance for institutions. A selection of governance arrangements and quality guidelines are in annex.

L’exigence de bonne gouvernance domine les débats sur l’efficacité de l’enseignement supérieur. Le développement de l’autonomie institutionnelle et l’extension des missions universitaires ont été accompagnés par l’émergence de cadres de gouvernance et de guides, de codes ou corpus de principes d’assurance qualité. Ce rapport étudie la distinction entre les cadres de gouvernance et les guides de qualité, et explore la possibilité de guider de manière adéquate pour les établissements. Une sélection de cadres de gouvernance et de guides de qualité est présentée en annexe.
