Les pays d’Europe du Sud Est ont encore des efforts à faire pour attirer les investissements étrangers, selon l’OCDE

Les pays d’Europe du Sud Est doivent durcir la lutte contre la corruption, encourager davantage la concurrence et intensifier la coopération commerciale au niveau régional afin d’attirer des investissements directs étrangers (IDE) plus nombreux et de meilleure qualité, selon l’Index 2006 des réformes pour l’investissement de la Charte pour l’Investissement en Europe du Sud Est de l’OCDE.

These opening remarks by the OECD Secretary-General at the OECD Tokyo Policy Forum on Investing for Development focus on the two overarching themes that run through the Policy Framework for Investment (PFI) - that the PFI is a statement of good policy for attracting investment and that it aims to contribute to the prosperity of countries and their citizens and the fight against poverty.

Les entreprises multinationales qui investissent dans des pays où la puissance publique est inefficace ou incapable d’exercer ses missions doivent prendre en compte un large éventail de risques et de dilemmes éthiques auxquels elles ne sont généralement pas confrontées ailleurs. Pour les aider, l’OCDE vient d’élaborer un nouvel Outil de sensibilisation au risque destiné aux entreprises multinationales opérant dans les zones à déficit de gouvernance.

Ce rapport d’étape décrit les travaux consacrés au Cadre de politiques pour l’investissement, le renforcement des capacités par les méthodes d’apprentissage par les pairs et l'utilisation de l’APD pour renforcer la mobilisation de l’investissement au service du développement.

Launched in support of the Monterrey Consensus, the Policy Framework for Investment is intended as a non-prescriptive checklist of issues for consideration by any interested governments engaged in domestic reform, regional co-operation or international policy dialogue aimed at creating an environment that is attractive to domestic and foreign investors and that enhances the benefits of investment to society.

Cette réunion, organisée en Kampala, a examiné les modalités de mise en œuvre de programmes concrets pour l’amélioration du climat de l’investissement en Afrique. Une table ronde a identifié les facteurs qui ralentissent l’investissement dans les infrastructures de transport en Afrique, en se basant sur les expériences nationales et les bonnes pratiques.
