Peer Review of Competition Law and Policy in Colombia

Jointly published by OECD and the IDB, this report assesses the development and application of competition law in Colombia over the last few years and the expected outcomes of its recent reform in the fields of anticompetitive agreements, abuse of dominance, merger and acquisitions, exclusions and exemptions, institutional and procedure aspects, coordination with sectoral regulators, judicial review, international issues and competition advocacy. Dynamic Efficiencies in Merger Analysis

This roundtable addressed the recurring synergies that mergers sometimes create.  These synergies, or “efficiencies,” can have very potent beneficial effects but are devilishly difficult to identify and measure.  The Committee focused on dynamic efficiencies that facilitate or encourage innovation.

Competition brings prosperity

Opening the 100th meeting of the competition committee, Mr. Gurría reminded that competition is vital for economic growth. It stimulates efficiency and higher productivity, it disciplines managers, it reinforces incentives for innovation, and it speeds up the adjustment to change. He also mentioned OECD countries that have implemented pro-competition reforms have seen higher growth rates and lower unemployment than those who failed to reform. They have also proved to be more flexible and resilient to economic shocks.

Before a firm can compete in a market, it has to be able to enter it. Many markets have at least some impediments that make it more difficult for a firm to enter. A debate over how to define the term “barriers to entry” began decades ago, however, and it has yet to be won.

9th Global Forum on Competition

Taking place in Paris, the 9th OECD Global Forum on Competition will focus on competition, state aids and subsidies, as well as on collusion and corruption in public procurement. Participants will also discuss a peer review of competition law and policy in Brazil.

The 8th OECD Global Forum on Competition brought together senior competition officials from around the world to discuss the importance of competition and the role of competition authorities in the global economy, including: potential conflicts between competition policy and national champions; the impact of the informal economy on competitive markets; the balance between the public interest and competition policy in times of economic crisis; and how young competition agencies can best learn from more experienced colleagues.
