Twice before, Country Fact Sheets have been published by the OECD LEED Forum on Partnerships and Local Governance providing valuable up-to-date information on the policy framework and setting, the structures, objectives and results of area-based partnerships. In autumn 2009, “forumpartnerships2009” – Country Fact Sheets will be published again with the aim to provide an update on what has changed over the last 3 years. The Forum invite you to provide information on the partnership in your country or region.

The OECD LEED Programme has just released a report on "Enhancing the Capacity of Partnerships to Influence Policy” which gathers the experience of the two capacity building seminars organised by the Trento Centre for Local Development in close co-operation with the Forum office unit at the Centre for Social Innovation (ZSI) in Vienna Austria.

The Austrian Federal Ministry of Economy and Labour supports the OECD LEED Forum on Partnerships and Local Governance. The Forum builds on the expertise and the informal networks developed by the OECD and seeks ways to optimise the contribution of partnership structures to local governance and the effectiveness of policies.

Capacity Building Seminar for Local Development Practitioners on “Routes out of the Crisis – New Strategies for Skills and Employment”, Trento, Italy

The seminar begins with a day session open to a wider audience of policymakers and practitioners involved in tackling the impact of the crisis on jobs and skills. Days 2 and 3 are structured around a mix of presentations by OECD experts followed by discussion and group work.

5th Annual Meeting of the OECD LEED Forum on Partnerships and Local Governance

The meeting focused on Building Strong Partnerships with the Private Sector for Better Jobs and Inclusion. Public sector institutions increasingly understand that working with business at the local level is crucial for promoting quality jobs and social inclusion. Localities are gearing education and training to business needs. Some regions are upgrading local skills demand, working with business to improve productivity thus increasing the availability of good quality jobs. A collective response is required from industry, government, educational institutions, trade unions and community.

Capacity Building Seminar for New and Nascent Local Development Partnerships in Central-East and South-East Europe, Trento, Italy

The objective of this 2.5-day seminar is to improve the functioning of local partnerships. The seminar is aimed at local partnership practitioners and their counterparts in local and national governments. The seminar will focus on three main themes: (i) what makes local partnership building successful?; (ii) what are the key elements of a national support framework for local development partnerships?; and (iii) how to manage and improve performance?

Conference on "Partnerships for Social Inclusion", Melbourne, Australia

Increasing social inclusion requires a joined-up approach that cuts across policy departments. The public sector should re-think the way it operates, moving from a traditional hierarchical model to one characterised by multi-sectoral partnerships and flexibility in policy delivery. These topics will be discussed at this conference co-organised by the Centre for Public Policy at the University of Melbourne, the Victorian Department of Planning and Community Development and the OECD LEED Programme.

Capacity Building Seminar for Partnerships on "Designing and Delivering Skills Strategies for Cities", Trento, Italy

The objective of this seminar was to improve the capacity of partnerships to design and deliver integrated skills strategies. It focused on three main themes: (i) understanding local skills needs; (ii) building an integrated skills strategy and (iii) assessing the impact: moving from quantitative to qualitative assessment.

The Fourth Forum Meeting ‘Partnerships for Skills and Competitiveness’, Vienna, Austria

This meeting sought to identify the best ways for partnerships to contribute to the design and implementation of skills development strategies which can boost competitiveness and make the economy more inclusive. More than 130 partnership practitioners, managers, national co-ordinators of partnership networks, and policy makers from OECD Member and non-member countries joined fruitful debates.

Capacity Building Seminar on “Enhancing the Capacity of Partnerships to Influence Policy”, Dublin, Ireland

This seminar was the second stage of a capacity building programme designed for experienced partnerships from OECD member countries. This meeting allowed an in-depth discussion on how partnerships can enhance their capacity to influence policy at the local, national and international levels.
