This publication has been released following the workshop on "Local Employment Development" organised in Tokyo, Japan, in 2005. This was a joint event of the LEED Programme and the Japan Institute for Labour Policy and Training (JILPT). The book includes the papers presented at the workshop with report of some successful cases of regional employment development in each country, which was added to the papers based on the discussions at the workshop.

This activity focuses on how the related policy areas be better integrated to maximise benefits for the economy and society in general, fostering business development, the enhancement of skills and social inclusion. Participating countries include Canada, Greece, Italy, Poland, the USA, Bulgaria, and Romania with the project also receiving support from the European Commission. Countries are invited to express their interest in participating in these reviews.

Cette activité analyse les politiques économiques et sociales destinées à favoriser l’intégration des immigrants ou des personnes issues de l’immigration sur le marché du travail des pays d’accueil. Les pays participants incluent le Canada, l’Espagne, l’Italie, le Royaume-Uni et la Suisse; des travaux menés en parallèle portent sur les initiatives locales destinées à s’attaquer aux problèmes causés par l’émigration en Albanie et en Bulgarie. On 11-12 February 2009, the Spanish city of Pamplona will host Agora Talentia, the first International Forum on Talent in the Knowledge Age. Talentia is organised by the Regional Government of Navarre, the Navarre Innovation Agency (ANAIN) and the Navarre Foundation for Diversification (FND), in collaboration with the OECD LEED Programme.

The ILO and the OECD jointly organised an experts meeting on fostering employment and skills development strategies in Indonesia and the Philippines, as part of OECD LEED’s initiative on Employment and Skills Development in South East Asia (ESSSA), in Jakarta on 3 December 2008. The meeting addressed issues of decentralisation, partnerships, skills upgrading and integration of the disadvantaged in the labour market and learn the lessons from the OECD experience in these areas.

The ILO in collaboration with the OECD LEED Programme is organising an inter-agency conference on local economic development, meant to take stock of practices around the world and develop a joint strategy for knowledge development and networking. The event will involve several agencies such as UN-HABITAT, UNIDO, UNCDF, SDC (LEDNA), GTZ and IADB.

The objective of this seminar was to improve the capacity of partnerships to design and deliver integrated skills strategies. It focused on three main themes: (i) understanding local skills needs; (ii) building an integrated skills strategy and (iii) assessing the impact: moving from quantitative to qualitative assessment.

The results of the LEED's five country reviews on the local integration of immigrants into the labour market were discussed at this conference co-organised with the Federal Bank of New York. The event was attended by 140 delegates, from the US and overseas, including leaders and directors of major US workforce training programmes, community development organisations, unions, foundations, and community colleges, as well as academics, and state and local political leadership.

This event was jointly organised with the Korean Labour Institute, a LEED Partner. Korea is looking to transform its labour market policy as a tool to foster regional competitiveness and social cohesion. This conference shared LEED's expertise in this field to facilitate the adoption of models from abroad, such as area-based partnerships and decentralised frameworks.
